The Federal Government has introduced new rules to guide its programme for rehabilitating repentant terrorists.
The government said the programme will help former terrorists return to society, but those accused of serious crimes will still be prosecuted.
The National Counter Terrorism Centre (NCTC) said the new guidelines will improve transparency, coordination and respect for human rights.
NCTC Coordinator Adamu Laka said military action alone cannot end insecurity, adding that the programme is part of Nigeria’s wider efforts to achieve peace.
The United Nations praised Nigeria’s approach, saying lasting peace requires the involvement of communities, government agencies and other stakeholders.
